With the increasing complexity of the global landscape and changes in the world’s socioeconomic structure, ensuring the stability and economic resilience of Japan relies fundamentally on preventing activities that cause harm to the security of the nation and its citizens. As digital transformation integrates legacy Operational Technology (OT) with modern IT networks, securing critical infrastructure is more crucial than ever. To address these growing risks, the Japanese government introduced the Economic Security Promotion Act (ESPA).

This regulatory framework mandates proactive security measures to ensure the stable supply of critical products, the stable provision of essential infrastructure services, the development of critical technologies, and the protection of sensitive patents. To operationalise this Act, the Ministry of Economy, Trade and Industry (METI) provides the Cyber/ Physical Security Framework (CPSF) and sector-specific guidelines.

This white paper demonstrates how the Claroty Platform provides a clear path for Japanese organisations to meet METI’s technical standards to ensure full ESPA compliance.
